Buyer Guide

Buying Dubai property on a GCC passport

Saudi, Kuwaiti, Qatari, Bahraini, and Omani buyers are not “just another foreigner” on every plot. They also are not exempt from DLD fees, escrow, or a bad payment plan. This page is the difference — and the parts that are the same.

Direct answer

GCC nationals can buy designated freehold in Dubai like other non-UAE buyers, and Dubai law has long treated UAE and GCC citizens more widely outside those zones. Confirm the land classification on the specific plot with DLD. You do not need a UAE residence visa to purchase. Fees, escrow, and developer checks are the same work.

Ownership

Freehold is the easy part. The plot type is the question.

In Dubai’s designated freehold communities, GCC nationals buy on the same terms as other foreign buyers: title at DLD, in your name. That is most of the stock people actually send around on WhatsApp — Marina, Downtown, Creek, the newer master plans.

Outside those designated zones, Dubai’s ownership law (Law No. 7 of 2006 and later practice) has treated UAE and GCC citizens differently from other foreigners. In plain language: some older districts and plot types are not open to a European or Indian passport and may be open to a GCC one. That is not a rumour to act on from this paragraph. It is a reason to ask DLD / the trustee what the land classification is on the title you are about to buy. If the classification is wrong for your nationality, the transfer will not go through.

Reality

A GCC passport does not skip the boring work

You still pay DLD registration (4% unless a party has contracted to cover it). You still want escrow on off-plan. You still want comps in the same building. You still want the service-charge schedule. Developers do not build a kinder payment plan because the buyer is from Riyadh.

Form F, Oqood, NOCs, snagging — same documents. If someone says “for GCC we can skip escrow,” that is a red flag, not a perk.

From home

Most GCC purchases we see start on a plane ticket that never gets booked

You can complete a purchase while remaining in the Kingdom or another GCC state. Off-plan goes through escrow and Oqood. Ready stock needs a trustee appointment. If you will not attend, issue a specific power of attorney — DLD’s 2025 circular on POA verification is the one trustees are working from. Start legalisation early; it is slower than the reservation window.

Bring passport, and if you have one, Emirates ID. Source-of-funds questions from developers and banks are normal. That is compliance, not a slight.

Finance

Sending money is easy. Borrowing is a bank conversation.

Transfers from GCC banks for a property purchase are routine when the file is clean. Your home-country regulator may still want documentation — that is your bank’s problem to name, not ours to invent.

UAE mortgages for GCC nationals exist; LTV, salary letters, and whether a government employer objects to foreign property debt are all case-by-case. Do not take a launch manager’s “80% finance, no problem” as a credit decision. Speak to a lender, then model the payment.

Residency

You may not need a Golden Visa. Some buyers still want one.

GCC citizens already move more easily in the UAE than other nationalities. A property-route Golden Visa is still used when the buyer wants a long UAE residency file for family, schooling, or a second base. The property threshold and DLD eService still apply. Owning in Dubai does not replace your home-country tax or reporting duties — get that from your own advisers.

UAE, not only Dubai

Do not copy-paste this page onto Abu Dhabi

Abu Dhabi investment zones and “UAE/GCC-only” plots are a different rulebook (ADREC, not DLD). Sharjah and Ras Al Khaimah have their own ownership maps. If the brief is “UAE property” rather than “this Dubai building,” say so. We will not pretend a Dubai freehold checklist covers Yas Island.

Questions

FAQ

Can a Saudi national buy property in Dubai?

Yes. Saudi citizens, as GCC nationals, can buy designated freehold and may have access to some plot types closed to other foreigners. Confirm the land classification on the specific title with DLD. No UAE residence visa is required to purchase.

Do GCC buyers pay the 4% DLD fee?

Yes, unless a seller or developer has contracted to cover it. Nationality does not delete the registration tariff.

Can GCC nationals buy outside Dubai freehold zones?

Dubai law has long treated UAE and GCC citizens more widely than other foreigners outside designated freehold. It still depends on the plot. Do not rely on a blog — including this one — without DLD confirmation on that unit.

Can I buy from Riyadh or Kuwait without flying?

Often. Use escrow for off-plan and a valid power of attorney for trustee-office steps. See our remote-purchase guide for the POA and payment rules.

Is Abu Dhabi the same as Dubai for GCC buyers?

No. Abu Dhabi uses a different land authority and has investment-zone rules of its own. Treat emirate-specific advice as emirate-specific.
