Meaning
The fee is still 4%
On a Dubai sale the land department registers the transfer (or the off-plan sale in Oqood) and charges a registration fee of 4% of the sale value, plus small knowledge and innovation charges. That is the public tariff. A “waiver” does not rewrite the tariff.
In a launch, the developer often agrees to settle that 4% when the sale is registered, so you do not write a separate 4% cheque. Sometimes they cover only part. Sometimes they also cover the trustee / admin extras; sometimes they do not. The difference is a few thousand dirhams — still worth knowing.
Confusion
It is not a government holiday
People search “DLD fee waiver 2026” expecting a new law. What they usually find is developer marketing. Dubai has run genuine fee campaigns in past cycles; those are announced by DLD, with dates and conditions. A salesperson saying “DLD waived this weekend” is an offer from that developer on that project.
A promise to reimburse you later is weaker than the developer paying at registration. If you pay 4% and wait for a refund, you are financing their campaign.
Contract
If it is not in the SPA, it is a rumour
Write four things: the exact dirham amount or percentage; whether admin fees are included; what happens if you change unit or payment plan; and that the developer settles the fee at Oqood / registration rather than reimbursing you after.
Waivers are often tied to a launch window, a particular plan, or “full list price.” Discount the unit and the waiver can vanish. That is the usual dispute. Read the clause before you celebrate the net price.
Resale
Ready stock plays a different game
On a secondary sale DLD still publishes a 2% seller / 2% buyer split. In the market, buyers often fund all 4%. That is a commercial allocation in Form F, not a waiver. Sellers sometimes agree to split. Nobody is “waiving DLD” unless a party literally pays your share.
Do not mix launch-waiver language into a resale negotiation. The documents are different.
Judgement
A waiver does not fix a weak project
Four percent of a bad price is still a bad price. If the payment plan is front-loaded, the developer’s record in that area is thin, or the service charge will eat the rent, the waiver is a discount on the wrong unit.
We treat it as a line on the cost sheet. Then we still check comps, escrow, and delivery. If the only reason to buy is “DLD free,” keep walking.
Questions
FAQ
What is a DLD waiver in Dubai?
Usually the developer paying the 4% Dubai Land Department registration fee (and sometimes small admin fees) when the off-plan sale is registered. The fee still exists. Someone else is covering it.
Did the UAE cancel the 4% DLD fee?
No permanent cancellation. Treat launch “waivers” as developer offers unless you can point to a dated DLD announcement that applies to your transaction type.
Is a DLD waiver the same as the 2% / 2% split?
No. The published split is how DLD allocates the 4% between seller and buyer. A waiver is a party agreeing to fund some or all of that 4%. On resales, buyers often contract to pay all 4% — that is not a waiver.
Should I buy only because DLD is waived?
No. Size the saving, confirm it in the SPA, then judge the unit on price, developer, payment plan, and service charges. A waiver is a cost-line, not a thesis.
What if the waiver is only in the brochure?
Ask for it in the reservation and SPA: amount, conditions, and who pays at registration. If they will not write it, it is not part of the deal.
