Eligibility
You can buy without living here
Dubai lets non-UAE nationals own freehold property in areas designated for foreign ownership. Title sits at the Dubai Land Department in your name. Residency is a separate file. Plenty of buyers complete a purchase while remaining in London, Mumbai, Riyadh, or Singapore.
What you cannot skip is land classification. Marketing copy saying “freehold community” is not the same as the DLD record on that plot. If the unit is outside a designated zone, a foreign buyer usually cannot take title — GCC nationals have a wider set of options, which we cover separately.
Process
What actually happens, in order
First the brief: budget including the 4% DLD registration fee and the rest of the closing costs, whether you need rent on day one, and whether a Golden Visa is even part of the story. Then a shortlist. Then a check on the specific unit — not the community average.
Off-plan: reservation form, deposit into escrow, sales and purchase agreement, Oqood registration. Ready: offer, Form F (the DLD memorandum of understanding), developer NOC if the building needs one, trustee appointment, title deed. Either path can be run with you on a video call and a representative in Dubai, if the POA is in order.
Timelines move. Ready stock is often four to ten weeks from accepted offer to title, mostly waiting on the NOC and any mortgage. Off-plan reservation to SPA is usually faster; you then sit on a payment plan until handover.
Paperwork
Power of attorney — get this wrong and the trustee will send you home
If you will not stand at the trustee desk, someone in Dubai signs for you. That person needs a power of attorney that names the job: purchase, signing the SPA or Form F, paying, and DLD registration. A vague “general POA” is how files bounce.
DLD Circular 29/R/2025 (16 July 2025) tightened how registrars check POAs. Law-firm summaries of that circular — we have not replaced a lawyer’s read of the original — describe a two-year validity from issue, an original physical document (not a QR screenshot), and an Arabic translation from a UAE-licensed translator if the deed is in another language. A POA issued abroad still needs notarisation, UAE embassy/consulate legalisation, and MOFAIC attestation. Confirm the live checklist with the trustee booking the appointment. Rules here change in circulars, not in blog posts.
Name the attorney carefully. A broker who also collects your deposit is a different risk from a conveyancer who only signs. CoreSpaces will tell you when a POA is the clean path and when you should fly in for transfer day.
Payments
Where the dirhams go
Off-plan: UAE law (the escrow regime under Law No. 8 of 2007) wants buyer money in a RERA-approved project escrow at a licensed bank — not the developer’s general account, not a salesperson’s IBAN. Ask for the escrow name and IBAN in writing and match it to the project.
Ready: Form F should say who pays whom, including whether you are covering all 4% of the DLD fee (common in practice) or the published 2% / 2% split. Trustee offices will tell you which channels they accept that week — manager’s cheque, specified wallets, or both. Get that on the booking sheet, not from memory.
If anyone asks you to “just send a holding deposit on WhatsApp,” stop. Recovery after an overseas personal transfer is slow and ugly.
Choice
Remote does not mean the same product
Off-plan is easier to start from a sofa: reservation, escrow, payment plan. You take construction and handover risk, and you do not have a title deed until completion. Ready stock needs a trustee slot and usually a developer NOC. You can rent it once it is in your name. Neither is “the remote option.” They are different books.
If the only reason you are buying off-plan is that it is easier to do on a video call, that is the wrong reason. Fit the product to the brief, then make the paperwork remote.
Residency
Buying does not stamp a visa
Property can support a Golden Visa file when the DLD-assessed value meets the current threshold (still described as AED 2 million on the 10-year investor route). Off-plan typically needs registration first; mortgaged stock typically needs a bank NOC. You usually have to be in the UAE for the medical and biometrics. Confirm on the DLD investor eService the week you apply — visa pages lag circulars.
Questions
FAQ
Can I buy property in Dubai without visiting?
Often yes. Off-plan can be reserved and registered remotely if payments go to the project escrow. Ready transfers need a DLD trustee appointment — you attend, or a representative attends with a POA the registrar will accept. Confirm the live POA rules with that trustee.
Do I need a UAE residence visa to buy?
No. Foreign buyers can take freehold title in designated areas without residency. A visa is a separate application and is not automatic with a purchase.
What is a Dubai property power of attorney?
A deed that lets a named person sign and register on your behalf. It should specify purchase, signing, payment, and DLD registration. Foreign POAs need legalisation. DLD Circular 29/R/2025 is widely reported to require an original document issued within two years — confirm with the trustee.
Where should I send the deposit?
Off-plan: the project’s RERA-approved escrow IBAN. Ready: the path written in Form F and the trustee booking sheet. Never a personal account, even if the person is “from the developer WhatsApp group.”
Can I use Dubai REST from overseas?
Some tracking is possible. Full self-service signing usually wants a verified UAE Pass, which most visitors do not have. In practice, overseas buyers still use a representative for signing and registration.
How long does a remote purchase take?
Off-plan reservation to SPA is often two to four weeks. A ready transfer is commonly four to ten weeks, mostly NOC and mortgage time. POA legalisation abroad can add weeks — start that before you fall in love with a unit.
